The Batangas State University (BSU) – The National Engineering University, Lipa Campus, conducted a benchmarking visit to the City Government of Pasig on Tuesday, October 21, 2025, held at the Pamantasan ng Lungsod ng Pasig (PLP) Function Hall.
The activity aimed to foster the exchange of best practices in governance, fiscal management, digital transformation, and educational development—underscoring both institutions’ shared commitment to effective public service and sustainable innovation.
Dr. Reggie Maningas, President of PLP, officially welcomed the delegation led by Atty. Alvin R. De Silva, Chancellor of BSU–Lipa Campus, together with vice chancellors, college deans, and office heads. In his message, Dr. Maningas highlighted the importance of collaboration between higher education institutions and local governments in advancing citizen-centered governance and inclusive growth.
Representatives from the City Government of Pasig presented several of the city’s flagship programs, including its fiscal management framework, Ugnayan sa Pasig (USaP) citizen engagement platform, digital governance initiatives, the City-Wide Land Information Management and Automation System (CLIMA), and education programs. Presentations were delivered by Mr. Al Edralin, Assistant to the Mayor; Ms. Krisna Parrera-Juangco, Chief of the Public Information Office; Ms. Rowena Rayos-Dimanlig, Chief of the Ugnayan sa Pasig–FOI Office; Mr. John Carlo Fatallo, Chief of the Management Information Systems Office; EnP. Priscella Mejillano, Coordinator of the City Planning and Development Office; and Ms. Maria Zandra Ilagan, Project Development Officer III of the Education Department.
In his response, Atty. Alvin R. De Silva lauded the City Government of Pasig for its model of transparent, participatory, and technology-driven governance. He emphasized that the visit forms part of BSU–Lipa’s establishment of CIVITAS—the Center for Innovation, Vision, Transformation, and Advancement for Sustainable Cities—a platform for research and collaboration in urban development and sustainability.
The program concluded with an exchange of tokens and a photo opportunity, symbolizing the deepening partnership between BSU–Lipa Campus and the City Government of Pasig. Both parties expressed optimism that the collaboration would lead to future initiatives linking academic research with practical governance solutions.
The benchmarking activity reflects Pasig City’s continuing advocacy for open, data-driven, and people-centered governance—principles that align closely with BSU’s vision of building smart and sustainable cities through education, innovation, and civic engagement.
